Synopsis:

       SMclrtones(vox_chan)

Arguments:

       vox_chan – The voice channel

Description:  This function clears both the foreground and background buffers of all received DTMF digits.

Returns:  Returns 0 upon success or -1 if invalid vox_chan specified
